Community-Led Response in Sudan Supporting Lives Amid Crisis

Born out of Sudan’s 2018–2019 revolution, volunteer-led community networks have become a lifeline for millions, stepping in where formal systems have struggled to respond. Their decentralized, grassroots approach continues to demonstrate the power of locally driven humanitarian action in times of crisis.

On April 15, 2023, Sudan descended into conflict as clashes erupted between the Sudanese Armed Forces, led by General Abdel Fattah al-Burhan, and the Rapid Support Forces under General Hemedti. What followed has evolved into one of the world’s most severe humanitarian crises, with more than 14.6 million people displaced and widespread food insecurity affecting millions.

In the early days of the conflict, urgent calls for help flooded social media as civilians sought assistance to evacuate from heavily affected areas such as Khartoum. These calls quickly transformed into coordinated grassroots responses, as communities mobilized to support one another with food, shelter, and medical care.

Hands of Mercy International has been working alongside these community-based networks to strengthen and scale their impact. By supporting local volunteers and community groups, the organization helps deliver critical humanitarian assistance, including food distribution, access to essential medicines, and support for vulnerable households trapped in conflict zones.

From grassroots mobilization to structured support

The foundation of these community efforts can be traced back to Sudan’s revolution, where neighborhood-based groups played a vital role in mobilizing citizens, organizing local initiatives, and responding to immediate needs. Over time, these networks evolved into organized community response systems capable of operating under extreme conditions, including insecurity, limited access, and communication blackouts.

Following major events such as the June 2019 crackdown in Khartoum, these local structures proved essential in providing emergency medical care, logistical coordination, and community protection. Their ability to respond rapidly and effectively laid the groundwork for the large-scale humanitarian role they play today.

With the escalation of conflict in 2023, these community networks expanded their efforts, establishing neighborhood support hubs, communal kitchens, and emergency coordination systems to sustain affected populations.
